Providing possible fixes that attempt to identify and explain causes (even if those explanations are over most users heads) gives the impression that MS is taking it’s user base seriously. While it may often work (because it accomplishes many of the things you suggest doing), it leads to a sense on the part of the user that the OS is fragile or unreliable, because the user isn’t DOING anything to fix it, other than rebooting and hoping for the best. But even if these don’t work for everyone, they will for some (as a whole, MOST), and they are real technical solutions that show that MS doesn’t think all users are so stupid that “boot to safe mode, then normal mode, see if it’s fixed” is the only “fix” they should offer.
